All EU countries have one representative in the European Commission - the EU's independent executive. When they join on 1 January, Romania and Bulgaria will each have a Commissioner who, before taking up their place, must get the approval of the European Parliament. In hearings in Brussels Monday the candidates will make statements and take part in question and answer sessions with MEPs so that the Parliament can judge whether or not they are suitable for the posts.
 
The hearings will take place on Monday 27 November 2006:
  • for Romania: Leonard Orban, between 1300-1600
  • for Bulgaria:  Meglena Kuneva, between 1630-1930.

A €120 billion question: making sense of the 2007 EU budget

The last week in October saw MEPs reach agreement at the first reading on the shape of the EU's budget for 2007 - the first of the seven year funding cycle. The same week MEPs on Parliament's Budgetary Control committee began their scrutiny of the 2005 budget. Given the size and complexity of the European Union's budget, we decided to have a look at how the money is collected, how it is used and what role Parliament plays in the process in a special budget focus.

The EU's drug monitoring agency has warned of historically high levels of cocaine use amongst Europeans. In a report presented in the Parliament it noted that 65 million people had tried cannabis at least once with 10 million trying cocaine. Changes in lifestyles and attitudes with declining prices encourages drug use says the report. Crucially the agency does not draw a distinction between "hard" and "soft " drugs and warns that they can all be dangerous and lead to health and social problems.

Copenhagen, Stockholm, and St Petersburg - just three of the great and historic cites that lie on the Baltic Sea. Now it needs our help as pollution from chemicals, oil spills, and agricultural fertilizer washed into the sea are all taking their toll - there's even rumoured to be a sunken Soviet nuclear submarine down there. Last week MEPs approved a resolution with several recommendations they hope will clean up and one of the most polluted seas in the world.

Parliament hears voice of independent Russian media

To what extent the media is free in Russia was the subject of a hearing held by Parliament's human rights subcommittee this week. The meeting was dedicated to the memory of campaigning Russian journalist Anna Politkovskaya who was murdered on 7 October. She had been a fierce critic of the Kremlin and in particular the Russian army's behaviour in Chechnya. Hers is the latest in a series of deaths, disappearances and arrests of independent journalists in Russia.

The Plenary session of mid-November was dominated by the Services directive - which was finally approved by MEPs at its second reading. The directive has been one of the most hotly debated in recent years. At its heart lay the question of to what extent Europe's vast service sector - 70% of all wealth and jobs - could be opened up to cross-border competition without labour costs being undercut.

Every year, the European Parliament awards the Sakharov Prize for "Freedom of Thought" to exceptional individuals or organisations fighting against oppression, intolerance and injustice. Nelson Mandela, Kofi Annan and the UN are among former winners. The award is a visible means for Parliament to honour and support those who have put themselves at risk in the cause of liberty.
