A LIRE: L'EUROPE EN QUELQUES FONDAMENTAUX
(Par Gérard-François Dumont) Fondamentaux de l’Union européenne. Démographie, économie, géopolitique. Un livre essentiel pour la compréhension de l’Europe communautaire, de son évolution et de ses avenirs possibles, signé Pierre Verluise. Son premier mérite : avoir trouvé ce «large regard», sans lequel toute connaissance de l’Europe est partielle, voire partiale. À une époque où beaucoup s’enferment dans des approches étroites, privilégiant avec excès le monographique au comparatif, l’auteur met en œuvre une recherche à la fois transversale et interdisciplinaire, comme la géopolitique y invite. Il met en système des éléments le plus souvent disjoints, mais nécessaires pour rendre compte de la combinaison des paramètres permettant de comprendre la réalité européenne. En particulier, il relie utilement deux fondamentaux de la puissance : la démographie et l’économie.
Deuxième mérite – trop rare dans ce monde où l’abus de la pédanterie masque souvent de profondes ignorances -, son style fidèle aux trois principes de la langue française définis par Anatole France : «être clair, être clair et… être clair», ce qui rend la lecture de ce livre aisée et même agréable. L’auteur sait donc être précis et rigoureux, tout en écartant toute pédanterie pseudo-scientifique.
Troisième mérite, fournir au lecteur non un prêt à penser, mais un travail de référence d’autant plus précieux qu’il ne s’engage pas dans un parti pris. Il laisse chacun libre de disposer à sa guise des éléments et des analyses présentées. Les développements de l’ouvrage permettent au lecteur de disposer d’une argumentation solide, pour une fois objectivement critique. Parce qu’elle apporte une connaissance précise de certains facteurs de la puissance ou de l’impuissance de l’Union européenne, sa lecture est indispensable pour rendre compte de la place de l’Union européenne dans les relations internationales contemporaines et à venir. Elle l’est d’autant plus que l’auteur n’hésite pas à poser des questions incisives. Son propos ne tombe jamais ni dans la facilité sans risque de plates descriptions, ni dans les travers d’une tournure stérile. Exigeant et toujours constructif, Pierre Verluise souligne des marges de manœuvre de l’Union européenne et les futurs possibles. En une phrase: un livre essentiel pour la compréhension de l’Europe communautaire, de son évolution et de ses avenirs possibles.

Europe Meets Latin America: A Forum for Young Leaders will bring together young leaders for a consideration of the bi-regional relationship between Europe and Latin America, and an exploration of important issues. Areas of focus will include regional Vs. national identity, the influence of development criteria on economic relations, and a consideration of the importance of cultural exchange in strengthening ties.
